Él no consulta a nadie.

(Romanos 9:15-21)

The Will/Decree of God, or The Wills/Decrees of God

God “works  all things after the counsel of His will,” (Eph. 1:11). He has sovereignly determined from all eternity whatsoever will come to pass, and works His sovereign will in His entire creation, both natural and spiritual, according to His predetermined plan. We speak of the decrees/wills of God in the plural, yet in its own nature the divine decree/will is but a single act of God. **(1).   I there a difference then between the decree of God and the will of God? No, His Will as a Decree (decretive) is what He has planned or designed from the foundation or before the foundation of the world/creation, all according to His own counsel. His will/decree can be prescriptive, that which He has revealed as a command.
Much of the decretive part of God's will is kept secret until it is revealed in the due course of time.  the decretive will refers to what the Counsel of God has determined in advance. The prescriptive part of God's will declares to man what his duties are.

One will, according to His counsel. He does not consult anyone else.
"For He says to Moses, "I WILL HAVE MERCY ON WHOM I HAVE MERCY, AND I WILL HAVE COMPASSION ON WHOM I HAVE COMPASSION." So then it does not depend on the man who wills or the man who runs, but on God who has mercy.  For the Scripture says to Pharaoh, "FOR THIS VERY PURPOSE I RAISED YOU UP, TO DEMONSTRATE MY POWER IN YOU, AND THAT MY NAME MIGHT BE PROCLAIMED THROUGHOUT THE WHOLE EARTH." So then He has mercy on whom He desires, and He hardens whom He desiresYou will say to me then, "Why does He still find fault ? For who resists His will ?" On the contrary, who are you, O man, who answers back to God ? The thing molded will not say to the molder, "Why did you make me like this," will it? Or does not the potter have a right over the clay, to make from the same lump one vessel for honorable use and another for common use ? (Romans 9:15-21)
